Default Excessive right front tire wear?

I have excessive outer wear on the right front tire of my 1931 Slant Window, 2000 miles. Left front has some wear but not too much. This is the first set of tires that I've had on the car since buying it. The original tires did not have much wear but were older and I replaced them when I bought the car.
I feel that I have excessive toe-in on the right front but can one wheel have more toe-in than the other? If I adjust the right tie rod end then I'm just shortening the rod?? Correct?? And then will have to reset my toe-in and I will end up with everything the same as before.
I measured my toe-in and I am toed-out 1/8th inch. 2000 miles ago my toe-in was set properly.
What do you all think?
