Front Bumper and Radiator Splash Shield
I needed to remove the front bumper arms from my 1928 pickup to install a front tool box. Seeing no way to get to the nut side of the bolts, I (wrongly) assumed the the nuts must be captive. SO - I removed the bolts and now I realize there are loose nuts and lock washers in there and there is no way to re-install the bolts. It appears that I could remove the radiator splash shield and have access to the front frame horns... I see screw heads but no accessible nuts -- and I am hesitant to start unscrewing other things when I can't see the fasteners. Recommendations? (As you can tell, I am a Model A rookie...)

The nuts on the splash shield brackets should be tack welded to the bracket, at least they were on my ‘29 Tudor. Lots of fun getting all of those holes lined up when putting it back together.

What Dean Lemoine says. The radiator splash shield has to come off to access the bumper arm nuts. A tapered punch works well for lining up those 1/4" bolt holes.
