Default Throttle rod question

What are those little rubber tubes on the choke and throttle rods for? My 38 has them and my 39 doesn't

The rubber is to isolate noise and vibration from the driver compartment. I thought that rubber connection deal was introduced in 1940??

you are probably right, This 38 panel had juice brakes so I guess the donor could be a 39 or a 40 so who knows what else they put in it. Thanks for the info.
