Default Starter Field Insulator. . . . location?

In my starter there appears to be just one field coil insulator. Is there a proper location where the insulator should reside? Or is the insulator properly installed as depicted in the picture?

Don't think of it as a field insulator. It protects against shorts where the wires exit the field coils to the brushes
