I am guessing it is someone's description of the effects from a worn-out front suspension!

On a Model A it would be caused by worn out shocks and brake pull.

Pooch is right. Stops body from shifting R or L relative to axle. Really a problem with coil springs, less of a problem with transverse leaf springs. Watts linkage is similar but can help with body roll. Both systems are more often found at the rear.

Another site mentioned if the car leans to one side the steering geometry changes so you have to constantly correct or over correct on your steering and the cars wanders around the road. They referred to this haphazard movement as wallowing.
