For tight screws in general the best tool that I have found is the hand held impact driver with a driver bit to CORRECTLY fit the screw head. This tool imparts a loosening torque and linear force simultaneously.

I agree! An impact driver is often an overlooked tool.

Are you speaking of a removal that is trying to maintain paint etc
Or, will you be repainting etc?

If the former, heat and kroil will do wonders

Used a square shank screwdriver with a crescent wrench..went back together with never seize on the threads.
