Default Head ache

Trying to put together a 1946 59a engine. One head was weatherized and is no longer serviceable. I have a set of 99t heads but from what I've learned here they may need the valve relief machined. I have a good pair of offenhauser 400 heads for an 8ba engine. If you can plug the water jacket and put 59a heads on an 8ba, can you plug the head and put 8ba heads on a 59a? What would be the downfalls of this. '33 Vicky, the radiator hoses would work-out better. Thanks, Harley

One time I had a 59A with 8ba style finned heads on it.
