Default Why is emergency brake not working?

The emergency brake on my truck is not working.
When I push the plunger down and pull the handle back, the teeth are not catching.

Are there any parts that seem to be on wrong?

When you ease the car down the driveway (5mph or so) and push in on the clutch does the e-brake stop the car?

It should, but please remember, it's a parking brake, more than an emergency brake. It has been known by many, the parking brake metal frame can get twisted like a pretzel when the brake lining grabs the drum usually a greater speed than 5 MPH. Then trying to remove drum can be a headache and replacement parts will be in order.
If the handle parts work OK on your car, the problem lies in the rear, could be worn or grease polluted lining, rods out of adjustment, etc...

sounds like you have the wrong pawl installed on the ebrake lever

I believe that the sector with the teeth on it is installed backwards.
