Default '29 Tudor not level - Help!

This is my first posting & am not sure I am doing things right, but here goes. I've got a '29 Tudor frame-off restoration (I am told) with less than 1,000 miles on it that does not sit level.

Measuring from the floor to the bottom of the front bumper is 15" on driver's side front & 17" on passenger side. Rear is 15-1/2" driver's side and 17-1/2"on passenger side. Does this mean that I have problems with one or both springs. What can I do to remedy this?

Try tightening the U-bolts that hold the springs to the frame. Loosen the driver's side and tighten the passenger's side equal amounts. Also before doing this try to see if the spring bolt (runs thru the leaves) is in the hole in the frame.
Others might say new springs or change the spring side to side.
Try tightening/loosening first.
Get a heavy passenger

loosen U clamps on rear and tap spring about 1/4 inch to the side that is lower. then tighten clamps up and check with tape again.

If the head of the spring center bolt is in the hole in the cross member
the spring shouldn't move.

My 29 tudor leans also. Years ago I fixed the center spring bolts which helped, but not a complete fix. I suspect a bent frame.

Measure the frame to floor, to make sure your bumper brackets aren't part of the problem.
