are 1934 and 1933 the same

The '32 and '33 four-cylinder locking hub caps are the same just as their regular hub caps are the same. The regular four-cylinder hub caps for '34s are unique to those vehicles. The '34 locking hubcap is the same for both four and V8 cylinder powered vehicles and unique to the '34 models.
