I had a similar problem with my 29 AA, turned out there was a pin hole leak behind the tank up high between tank and fire wall. l Had to use a mirror and flash light to find it. Was hard to prep but fixed it with JB weld.

See post #3. I agree it could be something like this.

Never thought about a leak in the upper front section of the tank. Is there a particular problem area ?

This does not normally happen but it seems like you have done everything else to check out the normal things, so it is worth a check to see if you may have something like this. It may not only be in the front section but could be on sides also. I had a hole in my huckster tank in the side of the tank that was made by a bullet many years ago. I tried patching it, had a radiator guy try to patch it and never could get it patched. So I went and put a coating inside of the tank and that took care of it

Good luck and hope you find something. I would guess you are getting rather frustrated by now not being able to pin it down.

About 15 years ago I worked on a 1930 and couldn't get the inside line to seal at the firewall connection until I tinned the flare on the brass end. That sealed it right up.

On my Model A that same brass end had a small crack, so I made a new end for it, and made the tapered lip just a hair thicker for added strength. Also the original brass end only had a small ring of solder to seal it to the steel tube. I made sure the full junction had solder for more strength.
