Default 1939 Ford sedan horn/light switch..?

Is the horn button also serve as light switch, or are those the blinkers..?

Also, at the very base of the steering column next to motor, is that the light switch..?

There is one toggle switch under dash that turns on dash gauge light, but nothing else.

Complete 39 Ford Newbie. Any help appreciated!

Yes the horn button is the center and the part that you can rotate just outside of the button is the light switch, not blinkers. Did not originally come with blinkers though yours may have them. Rotate clockwise should be parking lights and CCW headlights.
Yes the bulb at the base of the steering column is the guts of the light switch and horn. The steering boxes are notorious for leaking grease down into that bulb so be sure to keep it clean for the brightest lights.
Yes there is just the one switch for the dash lights. There should be a foot switch on the left for high/low beams. There may also be a dome light switch somewhere - I have a pickup so don't have that and can't say for sure. Are you looking for something else?

Yes it is. It's caked with oil right now.

They are usually caked with oil/dirt on the outside. The inside should remain clean.
