Default 34 rumble seat side panel

The rumble seat side panel on the RH side of my '34 has the opening and flap for, I assume, the tool kit and the panel on the LH side has an odd shaped 4 sided opening with a rubber like material attached behind it.

What is the opening on the LH side for and what is the purpose of the rubber material behind it?
