Default Tool or bracket....

Curious about this item that almost looks like a tool. 5 inches long by 1-3/4. Has a letter "C" on one side. Ideas?

That appears to be the rear bar of bumper bar holding bracket.

It is a bumper bracket that hold the oval bumper hold downs
