Default 39 deluxe headlight issue

I am trying to get my 39 deluxe coupe roadworthy after 13 plus years. I have no power to the headlight buckets from the lighting harness, for high and low beam. parking lights work front and rear. all the wires under the wiring harness cover on the fire wall are intact. I've cleaned the switch assembly on the bottom of the steering column, horn works. This car has a circuit breaker , not a fuse. any help would be appreciated. Thanks, Ernie

.

From your description of what you have, I'd begin looking at the foot switch for HIGH and LOW beam to see if you have power GOING INTO that switch. If not, back-track to the output of the light switch. You must have power to the light switch or you wouldn't have parking lights, etc. Also, look at good clean GROUND for both headlight fixtures. Below is a link for a schematic that may help, compliments of Mac VanPelt. DD
