Default 1936 Ford Fordor spare tire mount question

I am the lucky owner of a 1936 Ford Fordor slantback one owner barn find car. The spare tire mount was inside the car with the original hardware. I want to put it back on the car, my question is, does the mount go directly metal to metal or is there supposed to be some sort of gasket or rubber washer between the mount and the car body?

Yes, a rubber gasket about 1/16' thick under each mounting pad.
