Default e-brake cross shaft parts question

this seems simple enough.
while flipping through some catalogs, one states their mounting bracket is chamfered and priced a bit more.
another catalog specifies a round ball shaped bushing or brass cup .
then there is the bolt sets
why is a set of 6 pieces $1.90 and another's set of 18 pieces $1.50 ?
i'm working with the '28 to '30 style emergency brake cross shaft.

The round ball shaped bushings would be the 30-31 e brake cross shaft. The Brass cup would be 28-29-30 style cross shaft. The original 28-29-30 style mounting bracket was chamfered a little. Most bolt kits have 6 bolts, 6 washers, 6 nuts, the 28-9-30 only uses 2 bolts washers and nuts per side.
