Vacuum. In fact Ford used vacuum wipers up into the early 1950's.

Funny story about the vacuum wipers in our family's '60 Ford 4 door sedan. On a cross country vacation from PA to CA with my folks and 3 sisters we towed a Sears Ted Williams tent trailer. On July 4th we were headed up the pass from Cody Wyoming to Yellowstone NP. The old Ford was struggling but making headway. Before we got to the park entrance we came up on a turn out with a pile of snow left from plowing the road in the winter. Of course all of us kids wanted to stop and have a snowball fight on the 4th of July. Against my dad's better judgement we stopped. When we were done the poor old Ford wasn't having anything to do with starting up the hill again. Now my dad wasn't a car guy but he was a talented scientist so he simply turned on the vacuum wipers and that was enough to get us going and up over the pass into Yellowstone. My sisters and I still talk about this all these years later.
