Is the Detent in the outer edge of this 11-A cam plate there for a reason or is it it a blend out of damage?

That is a blem, I’ve run across a couple like that and the plate needs to be replaced as it will rip the leather pad off the vacuum brake plunger

It took me a while to get an 11-A core to rebuild and I’m unsure I’lll be able to get another here. Do you see any problem with welding up the damage area and reprofiling to original contour? I am in New Zealand at the moment waiting for the Australian Queensland borders to re open, great place to isolate.
