brake DRUMS AND HUBS
are the lugs suppose to fit loosley through the hubs and drums before swedging/

The wheel studs fall into the holes easily and the swaging process makes them expand and fill the hole so that they are tight. There are tricks to doing that job so be careful not to warp the drum.
I put 3 studs in their holes (not swaged) and a bolt in each of the others, then switch things around till I have a bolt (done up tight) in 4 of the holes. I then swage the stud in the open hole, remove a bolt from a hole two bolts away and do the stud in that hole. I work my way around the studs (just like when I tighten them), moving two studs at a time to the next one till they are all done. Use a lathe to true the drum to the hub and you're ready to install it. Arcing the shoes is another thing altogether.
