Default Fiber washer for condenser

What is the purpose of the fiber washer used with the screw that attaches the condenser to the lower plate? Does it go between the lower plate and condenser or between screw and lower plate?

It should fit right under the screw head. If it's left out then the screw can bottom out and spin the brass condenser terminal, and you'll have to buy a new condenser. It helps to keep the bus bar from being pushed into the housing, and it also acts as a stop for the black sealer plug the factory put in the hole.
