Default new gas gage has gas in it

so after 2 years of building my '31 coupe I never filled the tank with gas. I always had 1/2 tank or less. so today we went ton a long ride and I filled the tank this morning. when I got in to leave the station, I seen gas splashing in the gage. is that normal? this is a new kit from Snyders. at least its not leaking. but whats with the gas in the gage I never seen something like this.

The furst time I re-sealed a gas guage, I only put in 5 gallons, to see if it would pass the "splash" test for leakage! (CHICKEN!) Bill W.
