Default '40 stablizer insulator

The stabilizer bar on the front of the '40 must be a late '40 or early '41 because it looks like the parts blowup in the green bible on page 96 or the '41 passenger stabilizer. What I would like to know is the insulator 11A-3558 available somewhere, and is spilt so you can replace it. ?
Thank you Fordbarners.
