Default Panel Delivery Rear door handle help needed

...
A friend of mine is in need of help.

He has a Panel Delivery truck and is ready to install the rear door handle but has problems connecting the inside door locking system. What is he missing.

Pictures show what he has.

Looks like the handle shaft is a little short, can't get the locking C-clip on.
Should that inside plate be recessed into the door? I don't know
Is there a piece missing? I don't know

All I do know is that what is shown looks pretty good, how about a pic of the rest of the car?

Rubber pad under escutcheon too thick? There were no phillips head screws used originally so perhaps back plate isn't set correctly or could be recessed as suggested ? Also, those handles are not available so don't change the shaft length, etc. The Nov 2015 issue of the Restorer Mag. has an article about the '31 Panel and shows a different inside latch assembly with an outside T locking handle that may be shorter shaft length.
