Default fendor welting and fendor bolts

Is it right in assuming that holes have to be cut in the welting to pass the fendor bolts through?

Frank
If you notch the fender bolt holes in the welting . The welting can slide between fender & body allowing adjustment to placement of the welting.
Hope this helps
