Default Rear Floor Pan Clearance

Should the rear floor pan touch the very top of the rear frame cross member or should there be clearance? My floor pan touches the frame so I installed a small piece of frame webbing. By doing this I think this is causing the pan to resonate when decelerating. I am thinking of either raising the pan so it clears the frame or installing some vibration dampening material to the top surface of the floor pan.

My late 30 coupe, that I have had since 64, has a strip of some type of webbing attatched to the pan as you have done. I’m the 3rd owner and the body has never been off the frame. I always thought that it was made that way so maybe that is common.
