Default Installing Starter Motor Bushings

Hello all,
I did an Advanced Search but did not find any threads which answers my specific question. I'm installing new bushings in my starter motor. When I pulled the motor apart the bushing in the end plate furthest from the flywheel was installed so that it projected out from the plate about .25 inch. Not thinking I pressed the new bushing in flush with the housing. I cannot find any info about this in Les Andrew's book or any other references I have. My question is does this bushing need to protrude out from the end plate to limit the axial movement of the armature or fiber washer or am I ok with it flush with the end plate?

I always install the bushing flush with the end plate. There should be a leather or fiber washer between the end plate and commutator.

At 1/4" extended bushing, I don't see how the end plate could be installed.
