Default Rear axle housing

During a recent differential overhaul I noticed these raised letters on one of the axle housings. The housing is a 1931 configuration. The letters do not appear to be in English. I don't believe they could have been added after it was manufactured. Does anyone know what they mean. Could it have been made in Russia?

Most likely Russian .
