Horn
Why does the horn lose power and sound after only a few seconds of activation?

Poor ground or connection, or maybe lubrication, or perhaps the commutators need service.

Are you blowing the horn with the engine off? Is the battery running down? Have you converted to 12 volts by adding a resistor and is it getting hot? Are the windings getting hot because the horn needs oil or other work as 700rpm stated?
Try running the horn with the cover off to see if you can detect anything out of the ordinary.
