Default Small Bubbles in Transmission Oil

When I removed the shifter tower to inspect the gears, I notices an accumulation of small bubbles in the gear oil (90w). I promptly drained the oil, which was clean looking.
Upon refilling it and leaving it sit a few days, I notice the same gathering of small bubbles.
What would be causing this?

is the vent on shift tower plugged small hole facing seat side.

The whole is open. The bubbling occurred even before setting the tower back in place.

condensation? Is the car in a heated dry garage?

Sorry, just noticed your location. Heat is probably not needed but very damp conditions or sudden temperature change may cause condensation. Might try a little Seafoam in the oil

Garage isn’t heated. Chilly winter temps (ok, for the Southern Appalachians). Guess it’s been doing this in the past, though not seen. Perhaps driving simply warms things and get rid of this?
