The bottom of the w/s that holds the rubber seal is about 3/4 rusted away. Is there a way to repair or replace the metal that holds the rubber seal or should I just cement the rubber in place. Any ideas or suggestions?

You will need a new frame or find a channel that you could braze or weld in. It is part of the bottom piece of the frame.
