In the JS it states that starting in May 1929 a loom was used over the windshield wiper "wiring between the clips" (terminal box clip and the clip at the front of the cowl panel ) Does it literally mean this or did the loom extend into the terminal box and through the cowl panel clip?

It just extended between the clips.
