Excessive fumes coming from the oil fill pipe is a sign of engine wear. In my view it is much safer to take care of fixing the problems rather than mask them. If you prefer to mask them then drive with the windows open.

I don't think many will argue with that point. But all engines have a certain amount of blow by and it doesn't hurt to route that blow by thru a road draft tube to be dispersed under the car.
