Default 52 F1 cluster gear

I have been working on building a 52 F1 3 speed remote shift transmission. Mostly all NOS parts including the case. I have built several before, but this time I am paying more attention to part fitment. I am using a NOS 27-23-17-13 cluster with needle bearings. I noticed the spacer isn’t a precise fit in the cluster bore. It’s not extremely loose, but not a tight fit either. I wonder why the spacer was designed that way? Seems like it’s an opportunity for transmission noise when the cluster rotates?

diameter? probably some inexpensive off the shelf tubing, noise it should be drowned in trans fluid and thus no noise

It is located by the shaft. Doesn’t matter how much it floats in cluster before shaft is installed.
