I was thinking that the lower clips look a lot like the clips on my '46 and '48 Lincoln skirts.

Not '35-'36 Ford. Originals were sort of U shaped profile with a silver dot in the top center.

Shouldnt there be a #stamped into the lower edge that you can use to ID them with?

They are not Ford; they might be an after market like Foxcraft, Pep Boys, JC Whitney, etc., made to be somewhat "universal" in fit.

Here is a photo of the Foxcraft skirts I have on the '39 CS.

I also have a set of original "Ford" Tear Drop Bubble skirts and they look nothing like the ones in your photo.
