Default F1 Cowl Vent

I took my cowl vent apart to paint the lid and trough and to replace the gasket on my 1950 Ford F1. The lid does not close tight nor will it lock down. I see a spring loaded nut and bolt on the left side and adjusting it up and down increases the tension on the lid, but no adjustment is satisfactory. My shop manual skips over this adjustment. Has any one had success in making this adjustment?
