I have read several places that there are 3 areas where the VIN is stamped on the left rail.

Are all the numbers supposed to be the same?
The ones on my rail are ☆ six numbers☆ The one near the steering box is 8 digits with stars on the ends.

No, the center and rear numbers are fewer digits, the prefix is left off, so the 18 would not be part of the center and rear numbers. VanPelt has some information on the Serial Numbers. http://www.vanpeltsales.com/FH_web/f...ialnumbers.htm

Your number description suggests it was made in the U.S. and conforms to JSeery's comment. If it was originally made in Canada and sold in a RHD market, the stamped numbers were in some cases located on the right frame rail and the prefix would be a mixture of five letters and numbers beginning with C and ending in F.
