Default bumper length

Just curious,

Can someone enlighten me as to why Henry changed bumper lengths, when he did and are there sets that are specific to a particular car? I know about the 28-28 vs. 30-31 style and that is all.

August 1930 size was reduced from 62 7/8 to 60 inches.

WHY were they made shorter?

Is it because Henry kept banging his shins on the ends of the bumpers when he walked between the cars or was it because he wanted to save a little material?
