Re: Where to find Tudor kick panels?
Lots of cars and pickup trucks used the embossed cardboard panels at least into the 1950's, so the demand should be high for replacements. Metro Rubber in the Twin Cities used to sell such panels the first time I was in the store about 20 years ago, but they dropped them a short time later.

Re: Where to find Tudor kick panels?
I bought a 3x6 sheet out of a car dealership in the mid 60's but it wasn't the same pattern as the Model A's. But it was close enough for me at the time. They told me that it had been there for 10 years or more and was used in trunks, but wasn't made or used anymore, so I could have it for $2. I have not seen any patterned cardboard since.
