Bad connection or dirty horn button contacts. Button sometimes improved by pressing in and rotating to scrub off the dirt/ corrosion.

The horns all had felt pads at the bearing areas where the armature turns in the field frame assembly. They need a drop or two of oil on the felt pads periodically to keep them turning smoothly. The brushes wear and need replacement when worn down to limits.

Make sure that the battery power is getting to the horn. Make sure the horn button is grounding the horn as it should. Test the horn with a battery and some jumper leads if you have some. They have a shunt wound field so it doesn't matter which wire is connected to which terminal. It should function either way. The horn may need some adjustments but take it slow and don't put too much adjustment in or it may have too much friction to operate. (link)

get one of those bumper stickers:
"horn broken, watch for finger"

seriously, hot wire the horn directly to battery. if it works you either have loose, corroded wiring or a problem in the button.
process of elimination, just takes some time.
