Default 5/16 Bolts

What is the function of the bump on the splash pan bolts ? can you get new ones? should I use new ones or the old ones?
Thanks Gary

I believe the bump holds the bolts in place until you lay the running boards in place. I would use the old bolts if they are in good condition.
