Getting a title with a bull of sale
I purchased my Model T from a guy who found it in a barn. The car is from California and last register in 1976. I live in Oregon and have the bill of sale. Does anyone know how to go about getting the title?

Talk to your licensing agency, they should be able to tell you all of the hoops that you'll need to jump through. If not talk to you state police.

Not Oregon, but Had a heck of time registering a vehicle here in Florida with an old 1955 registration and bill of sale. No title from Illinois. Numbers were clear on the frame and were verified several times by Sheriff and DMV folks. Ended up using a title company to cut thru the red tape. Best $250 I ever spent.

every state has their own titling procedure, what works in WA might not work in SD or FL. The only way to get through this is to deal with your own state DMV. Any other advice is just hopeful guesswork.
