Can someone tell me if the brackets that bolt into the windshield header mount inside or outside of the "L" bracket?

I've seen them done both ways, but believe that the way shown in your picture is correct. Are there any clues (rust) on your pieces?

I'm sure this was taken apart a long time ago. My thinking is that since the hole in the bracket is smaller than the hole in the "L" , It would fit a bevel-headed bolt better.
