Why is that clamp recommended for the stainless tailpipe and not for all tail pipes? Dose the stainless steel expand more?

Ed, the asbestos cloth will retain moisture and rust a non-stainless pipe. Try making one of these to hold your tail pipe. It allows for tail pipe expansion and the pipe won't rattle.

That's a good point but I have this clamp on my Town Sedan with a steel pipe. I have had no rust problems (yet!). Probably because the pipe gets so hot any moisute evaporates.

IF the pipe is secured by an original clamp, easy to find at swaps it will not rattle to begin with, putting on bandaids does not fix the situation at all

Al if you used the correct clamp that is original you would not have to modify anything at all. That is what i mean by a band aid...

I would think the heat from even a few minutes would dry out any moisture?

They may or may not but if it does not expand more then "regular" steel but the the weld on the stainless does break and the regular not so much.
