Default y block fuel pump

The fuel pump started leaking on my 272 y block. I received the new fuel pump. It came with gasket, fittings, and a bolt with lockwasher. What is the one bolt and lockwasher used for, and why just one? I thought maybe it was for a chevy to hold the pump actuator rod, but why the lock washer? Just one of those things that I keep wondering about. Thanks.. Delphi MF0063

Most likely the box was opened by a previous customer who needed to return it and put the bolt and washer in the box thinking they came out of the box.
Now, he's short a bolt and washer and has no idea where he put it.
Was last seen tearing apart an engine, trying to find it.
Don't think these sort of things happen in the Flathead world.
