Default Is this a crack ?

I opened the hood today to check the oil today,and I never noticed a crack behind the oiler filler tube. Or is it a scratch in the paint it's not leaking anything at this time.

Probably a scratch. Cracks usually have water/rust stains from the leaking when they get hot and leak. Is your water level going down? Does it run hot? Next time you have it out for ride throw open the hood and see. However! The left side of the block, just under the head is one of the spots to look for cracks, but I think they're usually horizontal, not vertical.

I would try and clean the paint off that area to have a better look.

Stick a magnet next to the area and sprinkle some iron filings over the spot, if it's a crack the filings will line up showing the damage.

I just went for a ride got everything up to temperature, and it looks the same . Nothing leaking. I rubbed my finger over it and it seems to be fine . I just worry about things to much sometimes

Usually block cracks run lengthwise, not vertical like this one might be. Like some above posted, wire brush the area and see what is beneath the area that might be a crack.

If you always use antifreeze I'd guess you have a scratch in the paint.
If you are a water only user, I'd not only worry about a crack, but also the circulating rust.
I also see horizontal cracks on blocks, and don't ever recall a vertical crack.
