Default Assembling 68C Belt Rail and Package Tray

I am close to assembling the belt rail and package tray. At the moment I have the door pillars braced to maintain the correct in/out position and door gap. The belt rail is wrapped with a fabric as part of the interior installation. My question is when is this fabric applied? It would appear that the fabric must be on the belt rail before it is bolted to the sheet metal but how do you hide the nuts on top? What is the procedure for assembling the belt rail?

I want to get the package tray installed to finalize the positioning of the door pillars. I don't want to have to remove the package tray to install interior trim.
Thank you for your comments. Ed
