I stand to be corrected but only early vehicles made in Canada had data plate from factory even though the holes are there , , check the standards ,

No no you are correct!

"Initially, the patent data plate was attached to the right side
of the firewall , but at times it was located on the left side.
From late 1928 through 1931 patent data plates were not
