Because of the location of the oil/water pump and no way to mount a fan it might have been for a boat (maybe). You might try asking over here;

As it looks to have a pulley on the back, could have been a stationary engine running a belt line in a shop or ?

My guess is it started out as an early MC or aircraft engine.
Definitely early, teens possibly, not Model T, or any other Ford I've ever seen.

I have not tried to run it as I have to fabricate water outlets first. I cannot find a similar engine in Google or the auto forums. Had it looked at by a group of early boat engine restorers and they thought it was not a marine engine. Thanks for the input! Steve

Well how early of boats were these guys working with, I would say this motor is from the teens. Smokstak has a lot of different sections. One might be a better fit then others or try one of the national antique car clubs.

Sure does but the carb and mag are on opposite sides on mine.
