Default Woody Tailgate Bracket

Can anyone tell me if this bracket is worn where the red arrow points to or is this the way they were made?

Yes it's worn, but most are worn in that exact area from years of rubbing back and forth minutely. How is the fit of the tailgate? Can you move it in and out slightly with the latches made? That worn area can be built up with weld and ground square.
